Impact of welfare program on women’s health insurance coverage: evidence from Pakistan

This paper studies the effect of being enrolled on the Benazir Income
Support Program on having health insurance among women. Our hypothesis is that
receiving benefits increase the probability of women to own insurance. Using 2017-
18 Pakistan demographic and health survey and employing probit model regression
method of estimation, we find that on the average, receiving benefit from the Benazir
Income Support Programme increases the probability of being insured 0,7 percent
at a 1 percent significance level, ceteris paribus. This implies that social welfare
programs are efficient towards meeting SDG targets in developing countries.
